And I can see Green Lantern tak Batman aside and say something like "Well, I've been here longer than you've been alive, sonny. But you've been doing a pretty good job of it. You can stay."

That aside, the JSA does not look after just one city. It might be wheer they are based, but it's not where they work, or even where most of them live, or spend any time at all.

And Batman did ask Harvey Dent (who may or may not have been wearing the Question's costume). The only thing really pointing to that though is him looking up Montoya. We'll see.

Last time I checked, the JSA worked in NYC, not Gotham.

The recent Question mini-series by Tommy Lee Edwards and Rick Vietch had The Question living in Chicago before taking his brief trip to Metropolis. So why Gotham? Because the city needs a detective character. Besides, he's a cool character. As long as he's in comics, I don't care why he's in a new city.

DUH! You can't have an answer if you don't ask the question

Question - 1967
Answer - 1984

One might say it took a long time after the Question to get an Answer. But I say, we're five years overdue for a Followup.
